chore: update dependencies and improve package configurations

- Upgraded '@vitejs/plugin-react' from 3.1.0 to 5.1.2
- Updated 'eslint' from 8.57.0 to 8.57.1
- Removed unused dependency '@module/template' from apps/web
- Added 'eslint' as a devDependency in packages/typescript-config
- Updated various Babel packages to their latest versions
- Updated 'react-refresh' from 0.14.2 to 0.18.0
- Updated 'browserslist' from 4.24.4 to 4.28.1 and related dependencies
- Removed deprecated 'globals' package and updated its version
- Cleaned up package structure and ensured compatibility with newer Node versions
