Brian Cloutier	b1b2b4fadf	Create ExecuteOptionalRemoteCommand A small refactor which pulls some code out of `RecoverWorkerTransactions` and into `remote_commands.c`. This code block currently only occurs in `RecoverWorkerTransactions` but will be useful to other functions shortly.
