DESCRIPTION: Fix performance issue when creating distributed tables if many already exist This builds on the work to speed up EnsureSequenceTypeSupported, and now does something similar for SequenceUsedInDistributedTable. SequenceUsedInDistributedTable had a similar O(number of citus tables) operation.
