In Split, Logical replication logic and ShardCleaner we call `SendCommandListToWorkerOutsideTransaction` and `SendOptionalCommandListToWorkerOutsideTransaction` frequently. This opens new connection for each of those calls, even though we already have a perfectly good connection lying around. This PR adds two new APIs `SendCommandListToWorkerOutsideTransactionWithConnection` and `SendOptionalCommandListToWorkerOutsideTransactionWithConnection` that allow sending a list of queries in a transaction over an existing connection. We also update the callers (Split, ShardCleaner, Logical Replication) to use these new APIs instead.
