Modernize Debian install instructions
libprotobuf-c-dev 1.2.1 is part of Debian stretch, which is oldoldstable now, so remove the special instructions now. While at it, replace postgresql-server-dev-9.6 with version-agnostic postgresql-server-dev-all.pull/27/head
